What causes them?
It’s physics, not magic 
Legs are caused by the alcohol and glycerol content interacting with evaporation and surface tension (the Marangoni effect, if you want the nerdy term).
Higher alcohol → more pronounced, slower-moving legs
Lower alcohol → fewer, faster legs

What legs tell you (and what they don’t)
They can suggest:
Higher alcohol level
Fuller body or richness
They do NOT indicate:
Quality
Age
Sweetness (common myth!)
Flavor intensity or balance

A cheap, high-alcohol wine can have dramatic legs, while an elegant, world-class wine may show very little.
